Barriers preventing cycles using Norbital

The barriers have recently (not there in January this year) been installed contrary to LTN1/20. It's no longer possible to use Norbital on a tandem, cargo bike or with a trailer on a bike and very difficult on a wheelchair or mobility scooter or if the cyclist has difficulty walking. If they are there to prevent illegal use, that is not sufficient reason to prevent legal use without providing a safe and efficient alternative
