Barriers erected on road

Sent to Northamptonshire Highways less than a minute later. ref: 4518808.
Two lockable yellow metal posts have been erected on the road at some point and padlocked in the upright position. These don't look like they would have been installed by local highways staff and instead appear to have been installed by someone else on a traffic calming hump.

The granite cobbles removed to erect the barriers are in the garden of one of the adjacent houses as a decorative border.
Concrete that was embedding wooden posts that marked the speed hump have been dug up and are laid on the verges as "barriers" - the stumps of wooden posts can be seen in the concrete.

The location has been inspected. Posts have been in place in this location since the estate was built to reduce accidents as the raised area is adjacent to a footway
