Highway drain blocked

A neighbour is having a lot of work done at their property and over the past year a number of tradesmen have emptied their waste into the drain. The latest one being plasterers (as can be seen in the attached photo). This has resulted in the drain becoming blocked. At times of rain the drain fills and overflows quickly, causing the rain water to continue down the hill like a river.
