Kerb is set too low and allows rain water to flood drive

The property is downhill from height of the main road.
The kerb, passing the front of the property's drive, is the same height as the pavement and allows rain water to flow onto the pavement and the property rather than guided along the gulley.
As property is located at a lower part of Gipsy Lane, rain water flows down passed the house and as the kerb provides no barrier, much of the rain water flows on to the drive - which is below the height of the road.
Even modest amount of rain causes significant water/road dirt to flow on the drive and flood the area. This has lead to numerous blockage of property drains.
The issue has existed for many years, but only recently identified as being cause by the height of the kerb.
